    The Ministry of Finance has informed Parliament about how the 8th Pay Commission (8th CPC) is working on revising pay scales, pension, allowances etc.

    In response to an unstarred question in Lok Sabha on March 23, 2026, the Finance Ministry provided details about the 8th Pay Commission’s roadmap for implementing 8th CPC recommendations. The Ministry also mentioned whether it has evaluated the fiscal impact of implementing 8th CPC recommendations on the Union Budget.

    Government employees and pensioners expect the 8th Pay Commission to submit its report in 18 months from November 2025. The 18-month deadline is part of the 8th Pay Commission’s terms of reference (ToR), which it announced in November 2025. However, there is confusion over whether the 8th Pay Commission's recommendations would come into effect on January 1, 2026, or later.

    All India Trade Union Congress (AITUC) is demanding that the revision of pay scales, allowances, pension and other benefits should take effect from January 1, 2026, and not from any prospective date since the pay revision is already due.

    If the government chooses a prospective date, employees and pensioners may lose out on substantial arrears.

    The term of the 7th Pay Commission ended on December 31, 2025.

    Chaudhary said the 8th CPC will make its recommendations on various issues viz. pay, allowances, pension, etc., of central government employees within 18 months of its constitution.

    According to Chaudhary, the fiscal impact of the recommendations of the 8th Pay Commission will be known once these are accepted by the central government.
