8th Pay Commission implementation date: What govt said about salary, pension, allowance hikes and timeline

Government employees and pensioners expect the 8th Pay Commission to submit its report in 18 months from November 2025. The 18-month deadline is part of the 8th Pay Commission’s terms of reference (ToR), which it announced in November 2025. However, there is confusion over whether the 8th Pay Commission's recommendations would come into effect on January 1, 2026, or later.

All India Trade Union Congress (AITUC) is demanding that the revision of pay scales, allowances, pension and other benefits should take effect from January 1, 2026, and not from any prospective date since the pay revision is already due.

If the government chooses a prospective date, employees and pensioners may lose out on substantial arrears.

The term of the 7th Pay Commission ended on December 31, 2025.

A Raja, a Lok Sabha member, queried about the 8th Pay Commission's primary areas of evaluation. The MP also asked about potential changes to the compensation scales, salaries, allowances and pension arrangements.

Raja inquired whether the administration has evaluated the fiscal impact of implementing CPC recommendations on the Union Budget.

Replying to Raja’s queries related to the 8th Pay Commission, Pankaj Chaudhary, Minister of Finance, Minister of State, says the government has notified the resolution dated November 3, 2025, for the constitution of the 8th Central Pay Commission, along with the appointment of the chairperson and members.

Chaudhary said the 8th CPC will make its recommendations on various issues viz. pay, allowances, pension, etc., of central government employees within 18 months of its constitution.

According to Chaudhary, the fiscal impact of the recommendations of the 8th Pay Commission will be known once these are accepted by the central government.
